Parking Rules

Parking Enforcement and Towing on Private Property

Parking is one of the most common HOA and apartment complaints in Orange County, and the law sets limits on what anyone can do about it. Towing a vehicle off private property in California falls under Vehicle Code Section 22658. Among other things, it requires a sign at each entrance at least 17 by 22 inches with lettering at least 1 inch high, stating that public parking is prohibited and vehicles will be removed at the owner's expense, and listing the local police number and the towing company's name and number.

Our patrol and gatehouse officers can check permits, keep fire lanes and reserved spaces clear, leave notices and document each violation with the time, location and plate. The decision to tow, and the contract with the tow company, stay with the owner or the association. If your entrance signs are missing or out of date, fix them first; we will point out sign problems we see on the site walk.

How much does a security guard cost in Orange County?
California market rates for unarmed guards run roughly $22 to $40 an hour. In Orange County the price depends mostly on hours and post type: a gatehouse staffed around the clock is priced very differently from a few overnight patrol checks. We quote each post separately after a free site walk.
Can your officers tow cars from our HOA?
No. Our officers enforce the posted rules, leave notices and document violations for the board or manager. Whether a vehicle gets towed is the association's decision under its own rules and its contract with a tow company, and the entrance signs have to meet Vehicle Code Section 22658 first.
Should our HOA have a gatehouse guard or a mobile patrol?
A staffed gate makes sense when every visitor should be logged at one entrance. A patrol makes sense when the problems are spread out: break-ins in guest parking, people in the pool after hours, vandalism at the clubhouse. Some communities combine the two, a staffed gate by day and patrol checks overnight.
Can we book guards for the summer season only?
Yes. Short-term posts for summer weekends, holidays or a single event run on written post orders and shift reports, the same as a long-term post. Give us the dates and the hours.
