What that means for security is simple: Tustin has more open ground, fenced lots and active job sites than a city this size normally would, and those are the properties that lose material overnight.

Tustin requires an alarm permit: $10 a year for a residence and $25 a year for a business, handled through the city's third-party alarm administrator rather than at city hall. Alarm stickers are no longer required, and permit questions go to the Tustin Police Department alarm desk or the administrator directly. False alarm penalties sit in the city's published fee schedule, so check the current figures there before assuming what a repeat activation costs.
On rates, unarmed guards in California bill at about $22 to $40 an hour on the open market, published market data rather than CAL Security Group's rate. Tustin has no city minimum wage: a hero pay ordinance was proposed in 2021 and voted down, so the floor is California's $16.90 an hour in 2026.
