Van Nuys is part of the City of Los Angeles, so an alarm permit is required and operating without one is a misdemeanour, punishable by a fine of up to $1,000 or up to a year in county jail. After two false alarms in a 365-day period the address goes to broadcast-and-file: LAPD looks for verification of an actual entry, and without it the call is broadcast and answered only if a unit is free.
