Corona del Mar and the Balboa Peninsula are designated safety enhancement zones where fines triple during high-risk periods, and in September 2026 the City Council added a 6 p.m. to 6 a.m. curfew for minors on the peninsula over Memorial Day, the Fourth of July and Labor Day, with authority to close streets, piers and stretches of beach.

What Newport Beach Requires at an Event

An event at a city facility that serves alcohol must provide at least two security guards, on site 30 minutes before guests arrive and staying until the event ends, positioned at entrances, the event area and parking.

Where no alcohol is served but the group runs to 200 or more people, the department director can still require a guard. Beyond that, the city's special event review can attach security as a condition of any permit, so the number in your conditions is the number that matters, not a generic ratio.
