Northridge is part of the City of Los Angeles, policed by LAPD's Devonshire Division, which covers roughly 48 square miles of the northwest Valley from its station on Etiwanda Avenue. That is a large area, and the city's alarm rules assume it: every subscriber needs an active permit, false alarm responses are billed, and after two unverified alarms in a 365-day period the address moves to broadcast-and-file, where the call goes out over the radio and an officer attends only at their discretion.
For a building with dozens of tenants and a garage full of sensors, that is not a distant threshold. An officer holding your codes attends, walks the property, cancels the faulty ones and calls LAPD when there is a real entry.
