Sylmar is part of the City of Los Angeles, policed by LAPD's Mission Division, so the citywide alarm rules apply: a permit is required, false alarm responses are billed, and after two unverified alarms in a 365-day period the address moves to broadcast-and-file, where a unit attends only at an officer's discretion.
