That produces an unusual security mix for one district. Occupied office towers with structured parking, half-empty floors in older buildings, a large regional mall, new construction, and hillside homes a few minutes south of all of it.

Woodland Hills sits inside the City of Los Angeles, so the citywide alarm ordinance applies: an active permit is required, false alarm responses are billed, and after two unverified alarms in a 365-day period the address goes to broadcast-and-file, where the call is broadcast and an officer attends at their discretion.
In a tower with sensors on stairwells, lobby doors, roof access and a garage, reaching that threshold takes very little. An officer holding your codes attends, checks the affected area, cancels the faulty activations and calls LAPD when there is a real entry.
