Upland runs its own police department rather than contracting the county, and it administers its own alarm programme. What it does not have is a security problem you can solve with one type of post. Chapter 8.32 of the municipal code requires an alarm system permit for every premises, separately, and the permits are not transferable. The fees are set by City Council resolution and published in the city's fee schedule.

Repeat activations can cost you the permit as well as the fees. The ordinance does exclude some causes from the false alarm count: extreme weather, electrical outages and telephone line problems, though a line fault has to be confirmed by the telephone company in writing to the police department.
That third activation at $220 is the moment most owners start looking at private alarm response. An officer with your keys and codes reaches the property, checks the doors and windows, cancels the faulty ones, and calls Upland Police when the entry is real.
Unarmed guards in California bill at about $22 to $40 an hour on the open market, which is published market data rather than CAL Security Group's rate. Upland sets no city minimum wage, so the wage floor is California's $16.90 an hour in 2026.
